inReach Preset message outage for European customers

Resolved
We discovered and resolved an issue where inReach Preset messages from customers in Europe have not been delivered since July 12th. Messages sent within the last 5 days will now be delivered. Older messages are lost. In addition to resolving this issue, we are adding alerting so any future incidents can be resolved immediately.
